The meeting was called to order at 9.15 A.M. by Cochairman Jim Bechtel.
A motion was made by Barbara Traskos, seconded by Ken Levin and voted unanimously to approve the minutes of May 1, 2006.

1.      Old Lyme Historic District – Public open forum
No public participation.

2.      78 Lyme Street – Chris Denison: Public hearing - CofA application for addition
Timothy Denison submitted a CofA application for an addition connecting the garage with the existing outbuilding. The addition will also hide the propane tank. The outbuilding will be renovated including the removal of the aluminum siding. Both the existing outbuilding and new addition will be sheathed in new cedar shingles that will be allowed to weather naturally. Chris Denison presented the plan. Gil Boro (80-1 Lyme Street) attended the hearing.
A motion was made by Nina Peck, seconded by Barbara Traskos and voted unanimously to approve the application. The CofA is valid for one year. Signed copies of the CofA were given to Chris Denison for her files and for submission to Planning.


3.    10 Lyme Street – Diane Delena: CofA application for new sign

There has been no response from Diane Delena concerning the use of black lettering on a white background for her new sign.
 Action: Wait to hear from Diane Delena (Anna Silberberg).

4.      10 Lyme Street – Jim Bechtel: Sign painted on store window
The lettering (“Webb and Santiago”) on the store window was not approved by the HDC. Ann Brown, the zoning enforcement officer, will inform the tenant that the lettering on the window is not in compliance with town regulations and that a CofA application must be presented to the HDC for approval before any sign is installed.

5.      52 Lyme Street/Town Hall – John Forbis: Town Hall expansion update
The Town Hall Expansion Committee (chaired by John Forbis) is now fully operational and will select an architect in June to design the addition to be attached to the south façade of Town Hall. A site engineer has been engaged to study the wetlands behind Town Hall and will report by the middle of June. Nina Peck is reviewing the needs of the town personnel including space requirements, equipment and working environment. A schematic plan should be ready by the end of the summer at which time there will be an open forum to inform the town of the plans including cost estimates and also the decision on exercising the purchase option on 50 Lyme Street (Malcolm Speirs’ property). It was suggested by Joanne DiCamillo that it might be helpful to keep the Old Lyme Old Timers informed of the Town Hall expansion plans.
Action: Keep the HDC informed on progress (John Forbis).

6.      49-53 Lyme Street – Nina Peck: School storage units: screening or moving

John Rhodes reported that the LOLHS is in disarray due to the lack of space and also the current discussion of plans to renovate the High School. He would prefer not to incur any additional expense at this time in moving the three storage pods that are visible from Lyme Street.
The HDC would like a guarantee that there will be no additional storage pods that are visible from Lyme Street and that the present storage facilities will be used only for playing field equipment. In addition, if at any time the necessary trucks become available (perhaps for other purposes), the three existing storage pods will be moved out of view of Lyme Street.
Action: Talk to John Rhodes (Nina Peck)

7.      The Historic District – Ken Levin: Plaque program & HDC tour of Lyme Street with John Pfeiffer

Ken Levin is scheduling a walk on Lyme Street with John Pfeiffer, the town historian, for the HDC members. Saturday morning, June 24th is a tentative date to be confirmed by Mr. Pfeiffer.
Tom Keogh and Ken Levin will continue with the “title search” (to learn how it is done) on 21 Ferry Road to establish the original date of construction and name of the original owner.
Continue work on a prototype design for a plaque for the Historic District: speak to Hiram Maxim, Lyme town historian, concerning the name of their plaque supplier in Maine and also check on possible suppliers in our area. Review the advantages and cost of wood vs. synthetic.

Action: Continue plaque research and coordinate with John Pfeiffer (Tom Keogh & Ken Levin).

8.      The Historic District – Ken Levin, Tom Keogh, John Forbis: Possible expansion of the District
It was decided to limit the possible expansion of the OLHD to Ferry Road #1 (Lyme Street to Route 156).
Action: Continue inventory and research of properties on Ferry Road #1 (Tom Keogh, Ken Levin, John Forbis).

9.      Church Corner – Joanne DiCamillo, Ken Levin: Report on the meetings of Church Corner Committee
At the last Church Corner Committee (CCC) meeting on May 16th it was suggested that the proposed changes to Ferry Road might be placed in a second design phase (except for the improvement of the curbing at the intersection of Ferry Road and Lyme Street – 6 Lyme Street corner).

The CCC is still waiting for working drawings of the Ferry Road and Lyme Street intersection from Tony Hendriks.

At the June 7th meeting of the CCC Ken Levin will mention that the HDC is concerned about widening and the removal of any trees on Ferry Road.

10.     The Historic District – Jim Bechtel: Certificate of Appropriateness Status Report
It was decided to make a test of telephoning (at the end of the estimated project completion date instead of mailing a status report form) to property owners with approved Certificates of Appropriateness to establish the status of their projects.  
Action: Telephone property owners with approved Certificates of Appropriateness at appropriate date (Anna Silberberg).

11.     Business News – Betty Chamberlain
No news at this meeting.

12.  Any other new or old business to come before the Commission

a. 80-1 Lyme Street – Gil Boro: CofA application for moving of fence
Gil Boro attended the public hearing concerning 78 Lyme Street (Denison) and withdrew his application for a fence between his driveway and the Denison property.

b. 2 Sill Lane - Childs
The pool enclosure and guest house have been renovated. A new 6’x9’ generator is being installed and will be screened by a fence and shrubs.

         c. CLG Application
   The CLG application has been forwarded to Hartford. If approved, we will be eligible for general information and grants starting in 2007.

13.     Adjournment

Barbara Traskos made a motion to adjourn the meeting at 11.15 A.M. The motion was seconded by Joanne DiCamillo and passed unanimously.
